Robert, if what you're saying is the case, then this should have worked...
Michelle:  "obtain IFR clearance."
Me:  "switch to clearance delivery."
Click from Michelle, letting me know the command was received.
Me:  "Charlotte clearance delivery."
Click from Michelle, letting me know the message was received.
Me:  "Cesna one, one, 0, 5."
Click from Michelle...
Me:  "IFR clearance to Kilo, 5, whiskey, 5."
Click from Michelle...
Me:  "Ready to copy."
However, instead of being given clearance by ATC, I simply received the
weather information again.  I know that should have worked, at least
according to the documentation, as well as the cockpit voice transcript I
read, which can be found here:

The pertinent comparisons are below:
1.  Mike said:
Request I F R clearance. (Michelle in my case).
2.  You stated:
Portland clearance delivery.
I stated: "Charlotte clearance delivery, as my departure airport was KCLT).
3.  You stated:
pacifica one one two three
I stated: "Cesna 1105."
4.  You stated:
i f r clearance to charlie yankee x-ray x-ray
I stated:  "IFR clearance to Kilo, 5, whiskey, 5." (K5W5 is the ICAO code
for the airport in Raleigh, NC).
5.  You stated:
ready to copy
I stated:  "Ready to copy."
Therefore, something is not working, and I can only assumed that it has
something to do with the fact that my call sign does not please the
system.  The rest being an exact match except for ICao codes, this is a
logical assumption.
