Thanks for letting me know the welcome message is working.
As far as I know, I have no control over those "housekeeping" messages from
free.
Now my big question is why messages from you, Hugh and me do not have the
footer message, while those from Rod do have a footer. I will have to do more
research.

After I sent my subscription email, I received 2 return emails: the first
seemed to ve a transaction record of my subscribe request and the second was
the confirmation to subscription request . Also, when I replied to the
subscription request confirmation I received 2 more emails in return: first was
a transaction report of the confirmation reply and the second was the welcome
email which was complete in giving all the necessary information for the list
functions such as unsubscribe, post and subscribe.
The first email in both situations above seems unnecessary to the user. Can
it be eliminated?

Can anyone tell me if they received a welcome message outlining the purpose
of this list, the list posting rules and instructions on how to post messages?
Any additions or corrections to that welcome message are strongly encouraged
and can be sent to the list for discussion (or privately to me).
