Jake's right. Not all problems with websites are under that site's control because unless they are one of the big ISPs, then they have an ISP just like everyone else and are prone to local internet problems like you or me. Keep in mind too that routine maintenance such as hardware/software upgrades can also cause access problems. The occasional problem with downloading or uploading every few months could be nothing more than network admin or Engineering doing their jobs. I wouldn't worry about it unless it persists.
