I don't have an answer for that except to do as much as possible to let these 
books disappear so that other scanners don't refrain from doing a book they 
would otherwise and submitting it.

  Some submitters do not get the hint that they need to improve 
  submits.  For instance I have rejected about fifteen books by the 
  same submitter over the past three months or so.  The submitter still 
  submits books with the same errors.  They are romances.  Many are in 
  awful shape.  Occasionally she surprises folks by submitting a quite 
  well scanned book.  Go figure.
