As Evan says, all one has to do is apply to be, and be accepted to be, a volunteer, not even pay the initial set-up fee. But you do bring up a good point. Perhaps bookshare should find a way to "bump" people who are not members and who do not either submit or validate a certain number of books a year--or every 6 months. I know that seems long, but it takes me a while sometimes to validate a book because I do other things in the meantime, like provide missing pages for various people--and sometimes, as with the Kipling, a book can take a long time because I read and edit carefully. So I wouldn't make the time as short as a book a month, but something...or if there were a pattern like books being constantly downloaded and released but never validated.
