Well, I disagree with your view on this. As a submitter, I feel I should be able to have a say in how the books I submit are rated.

A proofreader could well overrate or underrate such things in just the way you claim a submitter could underrate them. So the same argument you give for locking those things against submitters could just as well be used to lock them against proofreaders. Then, what would we have? An automated system deciding whether something is adult material or not.

Everyone is different, and I think you are making an unwarranted generalization which, if implemented would take away the ability of submitters to provide information about the work they submit. If implemented fairly, it would take the decision as to whether something should be labeled Adult away from humans entirely, since if we follow your argument, taking that decision away from proofreaders is just as "logical" as taking it away from submitters. The current setup is bad enough.

I believe that if bookshare were to go to using a combo box system for
example to indicate the level of various objectionable elements that
the should probably be locked against the submitter just as the adult
content check box currently is.

This is due to my belief that the submitter is likely to be more
biased in this assessment and systematically under-rate material.
Kind of a "I don't read that trash." sort of thing.

I'm not following you here. Why would it, as in the current setup,
"probably be a good idea to lock those against the submitter"? Are you
saying that the submitter should have no input into how their books are
rated? or that they shouldn't be permitted to include the kinds of info such
as Jackie is talking about? I don't see why. If you are meaning something
different, I hope you will expand on what you are saying here. As it is, I
confess to being a bit mystified.
