If someone is working on it, they keep it. Forcing folks to return things
is going to lose some folks work. I do think folks should be discouraged
from keeping a book for a long time only to send it back to step 1.
Other than just a desire to control how long someone keeps a book, what
exactly is the problem forcing returns will serve Tom?
