How does the state of IL issue retiree qualification documents? The
Sheriff sends a form to the state which issues the document? If the
Sheriff issues the document and there is nothing making him an agent of the
state who can issues documents in the name of the state (under state law)
that does not meet HR-218.
I also understand Chicago will not certify that an officer is retired in
good standing, so the pension system will do it.
