On reflection, I reckon that you'd be far better to spell out the term
and 
avoid using the abbreviation of DOI at all, because in governmental
circles 
(and in common use) that one is readily confused with the Department Of 
Infrastructure.

IMNSHO, continuing to use DOI in any other context in this country would

just cause confusion.
