Use CTRL + F6 to make sure you are in the track table.

Use UP arrow to make sure the cursor is in the first track and ENTER to make 
sure that track is selected and the second track isn't.

Press K to move to the end of the first track. 

ENTER to deselect the first track. DOWN arrow then ENTER to select the second 
track.

Tracks > Align Tracks > Align with Cursor. 

You could also select the second track, J to move cursor to the start of that 
track, then Generate > Silence.
