[audacity4blind] inserting silence at the beginning of a track

Hello,
I have a project with 2 tracks.
Track1 has a short 8 second music clip which fades out over the last 2 seconds.
Track2 has a voice narration in it.
What I want to do is have the voice narration start just as the first track
fades out.
How do I "slide" track2 so that it starts at 8.0 seconds? Or is there a better
way to do this?
