128 isn't anywhere near FM quality.  I'm not stating that as my opinion. 
It is agreed by those who are knowledgeable on this subject and who are
audiofiles or work with audio [professionally.  128kbps is often used when
inferior small speakers are being used for listening or when small wlakman
like headphones are used.  When listened to with good reproduction
equipment, 128kbps files do not have a full bodied sound.  they sound
smaller than is desirable.

It is debated whether the human ear can hear the difference between
256kbps and CD quality and 320kbps and CD quality.  It is also debated
whether the human ear can hear the difference between 256 and 320kbps when
compared with each other.  But it is not CD quality.  Even 320kbps is not
CD quality.  Whether the human ear can hear the difference or not,
technically no mp3 file is CD quality because Mp3 is a compressed format. 
I'm talking about stereo files, not files recorded in the monaural format.
In the monaural format, you get roughly the equivalent sound at half the
bit rate when compared with a stereo or joint stereo file.  thus, a 64kbps
monaural format file would sound approximately equivalent to a 128kbps
stereo format file.  16kbps may sound alright to you.  I don't recall
seeing anyone else ever saying it is acceptable or even sounds ok.

I understood that you intended to send the file by e-mail.  I responded by
saying that these days, As I said in my original message, sending files as
attachments that are at all large is anachronistic.  People send files
using Drop Box, Sky Drive, or other file sharing methods that are at all
large.

Also, I should add that I saw a message from a list member earlier today
discussing variable bit rate settings.  I'm not agreeing or disagreeing
with that message.  I haven't looked into variable bit rates.  I'm
discussing what I've read about and I've read almost exclusively about
fixed bit rate quality.
