scrubbing keys, rather than just pressing and releasing it immediately,

I'm in similar straights, having installed Audacity 2.41 and set the
keyboard layout to default extended. My scrubbing keys do nothing,
regardless of whether tracks or time ranges are selected.
Ideas?
