Hi David.

I think I get it now. The thing confusing me was that when you Press Ctrl+ 1, 2 or 3, nothing is spoken to tel you that anything has changed. I assume you use the said commands before selecting a time range.

Is there any way Jaws or other screen readers could announce that the keystroke has been effective?

sorry to hear that it's not doing what you expect.
This is what should happen:
1. If you press ctrl+2 for zoom normal, then the step size is set to slightly more than one hundredth of a second.
2. pressing ctrl+3 for zoom out, doubles the step size.
3. pressing ctrl+1 for zoom in, halves the step size.
So if you press ctrl+2 once, followed by ctrl+3 three times, this should set the step size to just less than a tenth of a second (slightly more than one hundredth of a second times 8). When you open or import a file, the zoom level is often automatically changed to display the audio optimally for sighted users. So once you've set the zoom level, and hence the step size to what you want, you don't have to reset it again, unless you open or import some more audio.

in addition to Jacob's suggestions, you can also create a small time range
by pressing shift+right arrow. When using the arrow keys to move the
cursor, or shift + arrow keys and shift + ctrl + arrow keys to create or
modify a selected time range, then the step size is determined by the zoom
setting.
You can set the step size to just less than a tenth of a second by
pressing ctrl+2 to set the zoom to normal, and then pressing ctrl+3 three
times to zoom out three times. So with this zoom setting, you can move the
cursor to where you want the start of the time range, and then press
shift+right arrow to set the end of the time range. You'll then have a
selected time range of just less than a tenth of a second.
