You don't need to delete and re-create the background layer, any layer can become a 'background' layer (no matter what it is named) by moving it's position to below the dotted line in the layers menu - drag with Adjust to move layers. Any layers set to be in the background (below the line) will be faded by 50% (except any JPEGs of sprites > 8bpp).
