You don't put the laser in orbit! That's definitely the expensive way to
do things. Doing it from the ground adds some problems, but still looks
rather easier overall.
(Well, I did see one old proposal for putting the laser in orbit... but
there was a pretty blatant hidden agenda there, to wit finding an
application for the SP-100 space reactor.)
