Historically, this is why Acorn differentiated between Apps and
Utilities. Apps was intended to hold key applications (eg. Impression,
Artworks, DataPower, Fireworkz, Eureka etc) whilst Utilities was for
the less commonly used things.
The A5000 I first used 25 years ago (inherited from the kids when the
Nascom I built in the late '70s died) only had a few Acorn provided things
like HForm in Utilities but it also had a 'Utils' directory with all the
other (mostly free) miscellaneous things in it, whereas Apps had the major
things (mostly bought). I kept that structure on all subsequent machines
up to Iyonix, but when moving stuff over to ARMX6 (checking each item
individually to see whether it worked, rather than just bulk copying) the
distinction between Apps and Utils in terms of either 'weight', frequency
of use or anything else seemed so blurred that I put everything from both
into structured directories within Apps (not the 'Utilities' though).
