You may take a look at http://www.smartdesigns.com/product.htm

They sell the Corel Drawings 2 PRO which I've heard works fairly well on
"simple" designs.  If you call them, they can go through an online tutorial
with you while you are on the phone.   

However, for more complex designs, you just can't replace the human touch.

Unfortunately, no auto-digitizing software can replace digitizing 
knowledge and experience. Many of these programs claim to be an easy 
solution to all your digitizing needs but in truth they all are limited 
in what they can produce [if you care about quality].

Never purchase digitizing software which is only "auto". I personally am 
not a big fan of autodigitizing but if you choose to go that route, 
choose software that also offers full manual digitizing capabilities ... 
that is very important.

If you are new to digitizing and can't attend "in person" classes / 
seminars, then I would suggest that you invest in one of the good "none 
software specific"  books, online lessons or dvd's available. 
Understanding embroidery basics, is the key to quality digitizing and 
one of these will get you well on your way and are well worth the money :

- the book Digitizing 101 by Thomas Moore Jr.
- the online lesson by Trevor Conquergood at the Stitchitize website
- the new Digitizing Made Easy series of dvd's by John Deer
