IF you are an outsider, from whatever country, and you TAKE an OATH to become a
CITIZEN you are NOW a CITIZEN of the UNITED STATES and can never be a state
national for obvious reasons..... Now if they are to young to take the oath
then I have not a clue!!

Does a citizen of the United States require to have SSN to live or work in
America? But on the DS-11 you would have to check YES to citizenship and
provide the number.
The answer should be the same. NO...as LONG AS that "person" does NOT work for
the government the "rule" of being able to work for a living applies...no
"number" is needed.
The same is true IF you were born on a military post or on any place that is
owned by the US government...including embassy's and ports.
