like i said in my last post though, the only thing there, is that they
should allow a card to be redeamed anywhere. if the site could identify
where a card is to be redeamed, then it ought to know to which country it
should be applied when it is. thus enabling one to use any card anywhere.

Hmmm this is nothing new Apple always had this policy. If you don't wish to
have a card on file then just buy a gift card from any reputable retailer or
Apple themselves and redeem it during sign up.
