Phone unlocking is quite legal when the contract it was tied to is paid up, 
provided it is the original provider will release it with a code.

The subsidy release code are tied to IMEI number and other data and the code 
will not be the same for your handset.  In order to get the phone unlocked you 
have to expose the phone's identity so be careful who you have it unlocked by 
if it is not the original phone provider.
