Andy, the bad download blocker is part of the immunization component of Spybot. When you install this, Spybot will block any downloads that come through Internet Explorer which it suspects is "bad". I'm not sure how you would go about stopping a "good" download from being blocked, apart from changing the options in the immunization screen.
