On my MacBook and wireless Apple keyboard, when I am in Windows, the hash key
is the very last key on the right of the middle alphabetic key row. i.e. Above
the right shift and left of the Enter key.
When I'm running as a Mac, it is shifted number row three.

As Eleanor has said, if upper case 3 is giving you the pound (sterling) symbol,
option 3 will give you a hash, which Voiceover will render as "number".
There are a couple of different UK keyboards available, including UK PC, which
might explain some of the differences.
