I saw some of the article, but twice the page froze in mid-read. That was
through Google Chrome, so I suppose I may see if I get more joy out of the
article through I E. I agree with you in principle though, that they should not
force people to keep buying, just because access features are killed

According to that article, which I assume you didn’t read <Smile>, it says that
blind and VI people had fed back to Apple but they said they wouldn’t fix it in
older devices. This is why I reported it here. I think it is bad of Apple not
to fix it, since they know how to fix it. It is fixed in iOS 10.

Having listened to this I totally agree, Apple should mend this bug
retrospectively. Otherwise, those using the 4s will have their hands forced to
purchase a more up to date phone in order to use this function efficiently. I
don't think the suggestion which Martin has reiterated is good enough as
turning off voiceover to use the dictation and then turning voiceover back on
again afterwards is that clever for a totally blind user, particularly those
who aren't particularly confident with tech. Apple have a moral duty to fix
this but they have shown in their unwillingness to pay the tax they are due to,
that morals aren't that high on their list. I say this despite valuing my
iPhone 5s hugely as it enables me to do so many things that make life so much
easier.
