Just seen this thread and I have one piece to add.
Whilst I agree that Apple should stilll fix it for those remaining with
4S (and any higher that are no longer going to be supported), I think
it's worth noting the following:
1) I have seen the problem several times, in the early morning when
everything has been working very fast. It was not a problem to me to
dictate despite this information in my ear! It made no difference to the
dictation at all.
2) One solution adopted by some is to place a thumb (or part of hand)
over the speaker at the bottom, thus obscuring the sound. I understand
this worked.
There are a few more items I wish they'd fix ... and iTunes has to be
the No 1 culpret! <Smiles>

Having listened to this I totally agree, Apple should mend this bug
retrospectively. Otherwise, those using the 4s will have their hands
forced to purchase a more up to date phone in order to use this function
efficiently. I don't think the suggestion which Martin has reiterated is
good enough as turning off voiceover to use the dictation and then
turning voiceover back on again afterwards is that clever for a totally
blind user, particularly those who aren't particularly confident with
tech. Apple have a moral duty to fix this but they have shown in their
unwillingness to pay the tax they are due to, that morals aren't that
high on their list. I say this despite valuing my iPhone 5s hugely as it
enables me to do so many things that make life so much easier.
