It is true that teh bit rate transmitted may be finite and indeed you can't 
make a silk purse out of something much less quality room for improvement 
exists.  Go back 20 years and the same story can be found with CD players 
now much improved because of developments in DACs used which were originally 
13bit non-linear, then 16 bit (aka multi-bit), 1bit bitstream etc. 
Improvements in the decoding side have paid off paid off in newer designs of 
DAB sets improving reception when you do that you imrpove the sound quality 
as the error correction in the audio stages have to do less interpolation 
much as in a regular CD player although you tend not to notice so much until 
you get audible gaps..

It is possible that the audio processing stages may also recieve attention 
which allow sets to render the audio more sympathetically.  Digital radio 
has some way to go before it reaches full potential as we have yet to open 
up L band anyway.  Digital radio is going to be a multi-facetted technology 
where it may even include satelite radio within the same set in years to 
come.

Whilst DAB isn't perfect I personally wouldn't want to put any money in 
Rupert Murdoch's pocket.
