I'm not sure about policy.

If you wanted to go the long way about it, set up the Admin account like
you want the default to be. Create another admin account, say admin2.
Log in as admin2, and copy the admin profile to a folder named Default
User.

Copy the administrator's registry keys over to the default user's keys.

I got the administrator switched to classic but could only change the
background for the default users.  How can I change the complete theme
for the default user?
