I got the administrator switched to classic but could only change the
background for the default users.  How can I change the complete theme for
the default user?

Hrmmmmm I was thinking that if you switched the default user and
administrator to Windows Classic, then the classic theme was applied to
log in.

leaving it blank did the trick.  Thanks.  The login box still has the
teletubbie theme to it with the rounded edges and the bright blue color
but that will have to do.

Ah, I see.  Damn Compaq.  Take a look in that reg path that I mentioned
and see if there's a wallpaper value.  If so, try changing it to
"(None)" sans quotes.
