[windows2000] Win XP Question

I am setting up a new laptop for our owner and it is Win XP pro.
I have it setup with the Windows classic theme which is what he wanted.
Does anyone know how I can change the background and theme on the main "press
ctl+alt+del to login" screen?
I tried changing it as the local admin but it made no difference.
