Export admin's HKCU\Control Panel\Desktop to a .reg file. Open it in
Notepad. Change [HKEY_CURRENT_USER\Control Panel\Desktop] to
[HKEY_USERS\.DEFAULT\Control Panel\Desktop] and merge it in. If you've
customized other things, like regional settings (\International) or
freaky colors (\Colors), do the same for those keys.
