I believe your problems can be solved with the "Terra Novum EZ GPO Tool" for 
setting standby timeouts for computer and monitor etc for WinXP machines (Vista 
already supports this AFAIK).

I've run this for well over a year, probably two, and it works fine. An 
ADM-template is included IIRC, and the software itself comes as a msi-package 
to 
deploy ever AD with a GPO.
