I will go down the good old fashoined scripting route, but I am abit surprised
MS has not included a policy for this. I also had a look @ SMS 2003, and you do
not have the functionality to remotely shutdown pc's expect running scripts
remotely.

With that many workstations, even hibernation might not be good enough. The
savings are probably significant with a real shutdown.
On a side note, our department policy is to shutdown monitors and
computer/workstations whenever the user is gone for 24h or more. Most users
here
honour that.
Exceptions are the servers, the linux calculation machines and my
admin-workstation. I need to have them on in case something goes pear-shaped
during weekends and I need to RDP in, while the Ph. D's. in the molecular
modeling-group usually run long calc-sessions over the weekends.
Turning off monitors manually with the on/off-button every day is
encouraged,
although not set as a dept-rule, except for a 15m-timeout via EZ-GPO.
