Based on other online photos ID'd as a Jade, I'd say Richard is right.

Subject: [tn-dragonflies] Clubtail ID
I’m sending a less blurry photo of a dragonfly that I
need help with identifying. Richard thinks it’s a Jade Clubtail rather
than a Bayou Clubtail as I originally thought. The more I study the photo, the
more I am now convinced it is a Jade Clubtail.
