You can use a 2003 License server to hand out licenses to 2000 TS's. In 2000 the license server had to be a DC (although I have seen a reg hack somewhere, didn't bookmark it, that was supposed to be able to get around that). 2003 the license server can be on any member server. I have a 2000 domain that will have 2003 TS in it. Everything that I have searched and asked about it leads me to believe that I can use the 2003 servers in a 2000 domain and place the 2003 license server on a 2003 box. I only have 2003 TS's and 2000 DC. I have seen email and posts from people who say this is the way they have it setup and it works.
