Microsoft cause "some sort of misunderstanding in the whole market"?  Never!

Of course Microsoft had to go use the word "must" in the Terminal Server
Licensing White paper.

Automatic discovery, possibility of having multiple LSs (in case one
fails just start the service on the other one) and so on.
But even with Windows 2000 you can have the LS in a machine that is NOT
a domain controller. There is some sort of misunderstanding in the whole
market. :-)
But normally for Windows 2000 the LS goes to a DC.
