No you cannot. Windows 2000 cannot handle Windows 2003 licenses. Your
licensing server MUST be 2003 if your TSs are 2003. 2003 can handle both
2000/2003 TS CALs but this is not true for 2000 LSs.

Ok, so If it has to be on the 2000 PDC then can I just uninstall the
license
server on the 2003 box and install the license server on the PDC and use
the same license pack that says for terminal server 2003?

What I'm saying is, do I need to return that cal pack and get a

one?
