A longer list (in order): 1) Latency 2) Throughput (effective size of pipe for WAN connection) 3) CPU utilization for other users 4) Paging Activity The first two occur with remote users, and possibly only from some sites. The last two are more likely if it affects all users, including local lan or console access, at least at certain times.
