Hollis:
            NTE1788 looks like a H. Output IC Chip. Its not the One In the
Power Supply like I mentioned.

Sounds like maybe that IC is bad , or the VCC for it is Fluxuating.

Look for a  KA2S0880 5 Pin V. Reg IC in the PS Section. Let me know if there
is one.
