[TechAssist] Sony KV32S20

Set came into my shop dead. I found Q601 and Q602 shorted and R607 open in the 
switch mode power supply. These were knocked out by a shorted H.O.T. Q502. I 
replaced all these components and now set try's to come on but won't . Pulse 
starts out up to base of Q502 but won't start up. The only voltages that I can 
see that is not right on is my 9 volt supply that's switched on in the power 
supply during start up. It measures 8.3 volts. Is this chassis prone to having 
bad flybacks or is there something I am missing?  Any help would be greatly
