[TechAssist] Re: Proscan CTC169

First replace CR4118 (164590/nte588.Then the SMPS IC U4101 (200419), 
Vreg transistor Q4101 (200165)and the small lytics around it (15,3.3 and 
47MFD's.The 47 may be a 39mfd.).  Open resistor "R3U" AKA R4003, 33K, 
2W.Start there.
