Hi. If the H. out was shorted, suspect F401 to be open. It is a soldered-in pico fuse just in front of the main filter (2.5 Amp). This set has only one ground and that should be any of the big heat sinks. The standby volts should come from the main regulator, pin 4 of the STR30130 should be +16 volts when the TV is off. If not, check all the resistors around the STR.... I hope that helps. John.
