Hi, Do a "power on reset" test. Remove the PIP module. It's the first = one beside the tuner. On connector J12101, the farthest one looking into the board, jump pins 3, 7, & 9 together. Also jump pins 5, 6, & 8 together. = Test unit for normal operation. If this test is a success, from the Thomson website do the modifications to repair the power on reset circuit. = Someone else will have to send you that service bulletins my send is broken.
