An alternative is to incorporate a 'GO' bit. (But this will need a new
PROM for the controller!)

I have a site which can use the following plans:

Plan 3  {AB! 0}1, {B 0}2, {C 0, BC 2}3, {D 0, BDE! 2}4, {E 0}5
Plan 4  {AB! 0}1, {B 0}2, {C 0, BC 2}3, {D 0, DE! 2}4, {E 0}5

A is an early start for right turns, which did not optimise well using
an exit filter loop.  It is now optimised by waiting for a gap in the
extensions from the right turn lane.

B is the main road stage.

C is a pedestrian stage.

D is a bus depot exit which remains demand dependant.

E is the side road stage.

As you can see in plan 3, SCOOT stage 4 has demand dependant moves to
either stay on the main road or go into the side road, in the absence of
D or if D gaps off.  After the 2 second window for D, the move to E is
at the controller's discretion.  The controller cannot go back from D to
B, so if D ran it must go through to E.  However, E still has to run and
is optimised in SCOOT stage 5.

The problem with this was that the bus drivers who had arrived after
their window, saw the signals end stage B and move to E leaving them
waiting, so they thought it was faulty and came out on red.  Once they
had left, they didn't see they got green on the next cycle.  We no
longer use this plan for that reason.  We now only use plan 4.

However, the signals have run successfully on both plans in the past.

Has anyone written a scoot plan which contains 2 UTC demand dependant
stages contained within the one scoot stage. I have checked the plan
preparation handbook and it only gives the following example which is
not suitable for my proposed stage sequence.

What I hope to achieve is something like this, stage B is a filter which
I don't want to extend
