Logic says that it should work, unfortunately drivers have the car in
gear and brains in neutral. =20
Gut feeling is that it will be trouble, so suggest make it main road
revert and maintain VA, preferably MOVA if isolated, with as a short
cycle as possible; under 60 sec's, even 40 if only two stage.
As background, using demand dependant side roads on UTC helps with
claims of overnight delay no end.
