I'm a bit disturbed to read that it is being circulated amongst Best Value officers because when DfT agreed to it being circulated to CSS Committee reps etc we were specifically asked to make sure it wasn't sent out universally in case it was changed. Those who were at the Open meeting in March probably recall that Peter Bull fed back to you the results of his discussions with DfT and this guidance is in line with those. For the purposes of calculating the BV165 indicator : =B7 a pedestrian crossing will be defined as a signal-controlled crossing carrying pedestrians across a highway from one footway to another footway, irrespective of any intermediate islands or refuges; =B7 A mid-block crossing of either a single or dual carriageway will count as one crossing; and =B7 a four-arm junction with crossings on all arms would count as four crossings, regardless of whether the arms are single or dual carriageways. Audible and tactile signals To comply with the indicator crossings installed before the revised indicator came into operation on 1 April 2002 must be fitted with either audible or tactile indicators. Crossings installed or substantially refurbished after that date should be counted if they have both tactile and audible indicators, except where it would be unsafe to install audible indicators or where local objections have led to their removal. Tactile surfaces To comply with the indicator all crossings should be installed or refurbished with tactile paving and dropped kerbs in accordance with the Department for Transport's Guidance on the use of tactile paving surfaces (DTLR 1999). However it is recognised that changes may occur during the life of a crossing, so that dropped kerbs on older crossings may still be regarded as compliant with an upstand up to 3mm different from the dimensions in the guidance. General It is not possible for guidance to cover all potential variations in physical conditions at crossings throughout the country. This is recognised in the final paragraph of the indicator which states that "* those crossings counted as meeting the BVPI will have the facilities appropriate to their local conditions."=20 If physical conditions at a site mean that the guidance listed in the indicator, is inapplicable; a local authority should make their own assessment of whether a crossing complies, and record the reasons for their decision for possible examination by the Audit Commission.=20 However, it is not acceptable for a crossing to be regarded as compliant in circumstances where other traffic management alterations could be made to allow the crossing to be fully compliant.
