[TCUG] 'DFT Guidance'

The TCUG free list seems to have been a little quite lately, holidays?,
hangovers from JCT or have I just fallen off the list??
Any ho! The attached 'DfT Guidance' is being circulated amongst best
value officers in the South West. Is this  happening nationally? Has it
been discussed at the last TCUG meeting (sorry unable to attend with
other demands e.g. work!)
 
Any comments?
