The Democrat takes the demographic information and turns it over to their advertisers. The advertisers then determine how to focus their ads to the groups.
The question for me is; "does the Democrat sell the information?" Maybe not. 

Here is an example? (Tongue in cheek but for real)
I sign up for the Alice service and give them my demographic information. I am a male 58 years old. 

Alice sends me an email asking if in am in need of toilet paper and diapers.

No I don't need diapers yet. Maybe in a few more years. Smile.
