Cody,
     If you have a 2-port S-parameter file with
harmonically spaced steps (i.e. Fstart=Fstep) and
enough bandwidth to supply a sufficient rise-time, you
can use the on-line transmission line simulator
(http://www.tlinesim.com) to look at step responses
through an S-parameter data set.  The web site is free
to use and can support more analysis if you desire.
