It might be that your load (the t-line plus attached devices) is nearly
resonant at the clock frequency or a harmonic. That can cause what
you're seeing where it takes several cycles for the effect to build up.
You might investigate changing the trace lengths, and different
terminations. Also verify whether the driver model is responsible by
simulating it driving a datasheet test load, just a t-line, etc.
