Hi Vinod
It looks like you are yet to find the transmitting antenna of the DUT.
The goal is to have a robust faraday cage between
player-cable-DUT-cable-TV, We usually overlook the power adapter and
cable in this equation.
Try changing the AC-DC adapter and minimize its cable length. This could
be one source of unit's antenna.
Inadequate RLC filtered chip's power rails can be one contributor
Also try not populate 0R between shell and GND.
Is your PCB gnd connnected to chassis body ?
Remove ESD diode and try.
These experiments help to see where the energy is dumped off
